LAW NR 3.951, DATED JANUARY 16, 2007

This refers to the Square of the Universal Harmony (Praça da Harmonia Universal) and other arrangements.
THE GOVERNOR OF THE FEDERAL DISTRICT, I DECLARE THAT THE LEGISLATIVE CHAMBER OF THE FEDERAL DISTRICT DECREES AND I HEREBY APPROVE THE FOLLOWING LAW:
Article 1. In order to protect and preserve the full exercise of cultural manifestations, as per the terms of the articles 246 and 247 of the Organic Law of the Federal District, the popular cultural manifestation performed in the Square of the Universal Harmony for more than thirty years under orientation of Master Woo, consisting in the practice of Tai Chi Chuan and Being Tao and recognized as an immaterial good that express the identity, action and memory of the communitarian group of the Cultural Association Brazil-China - ACBC, is declared Cultural Patrimony of Brasília.
Article 2. The Square of the Universal Harmony is used by the practitioners of Tai Chi Chuan and Being Tao together with the communitarian group of the Cultural Association Brazil-China - ACBC, in the EQN 104/105.
§ The guardianship area of the Square of the Universal Harmony, which is located in interior of the area destined to the Club of Neighborhood in the EQN 104/105, will be defined by the Government of the Federal District in consensus with the community.
Article 3. From now on, the celebration date of the movement in Brasília will be included in the official calendar of the Federal District.
Article 4. Any act causing destruction, mutilation or modification in the Square of the Universal Harmony will be considered offensive to the Federal District Patrimony.
Article 5. This Law enters in force in the date of its publication.
Article 6. All opposite disposals are revoked

Dispõe sobre a “Praça da Harmonia Universal” e dá outras providências.
O GOVERNADOR DO DISTRITO FEDERAL, FAÇO SABER QUE A CÂMARA LEGISLATIVA DO DISTRITO FEDERAL DECRETA E EU SANCIONO A SEGUINTE LEI:
Art. 1º Para fins de proteção e preservação do pleno exercício das manifestações culturais, nos termos que dispõem os artigos 246 e 247 da Lei Orgânica do Distrito Federal, é declarada patrimônio cultural de Brasília a manifestação cultural popular desenvolvida na Praça da Harmonia Universal, movimento que conta com mais de trinta anos, tendo seus praticantes a orientação do Mestre Woo, com a prática de Tai Chi Chuan e Being Tao, conceituado bem de natureza imaterial relacionado com a identidade, ação e memória do grupo comunitário Associação Cultural Brasil-China — ACBC.
Art. 2º Dá-se a denominação de Praça da Harmonia Universal ao espaço utilizado para a prática de Tai Chi Chuan e Being Tao, pelo grupo comunitário Associação Cultural Brasil-China — ACBC, na EQN 104/105.
Parágrafo único. A Praça da Harmonia Universal permanecerá integrada ao interior da área destinada ao Clube de Vizinhança da EQN 104/105, devendo o Governo do Distrito Federal definir com a comunidade a área de tutela.
Art. 3º Fica incluída no calendário de eventos oficiais do Distrito Federal a data de comemoração da origem do movimento em Brasília.
Art. 4º Qualquer ato que acarrete destruição, mutilação ou alteração do bem de que trata esta Lei será considerado crime contra o Patrimônio do Distrito Federal.
Art. 5º Esta Lei entra em vigor na data de sua publicação.
Art. 6º Revogam-se as disposições em contrário.
